Abstract

On October 6, 1992, the Congress of the United States passed into Law the Federal Facilities Compliance Act. Prior to the enactment of this legislation a commanding officer of a military base did not have to comply with environmental regulations. The health and safety of employees of the military was secondary to the protection of the country. So, with the passing of this legislation, Congress not only required the military to come into compliance with federal regulations, but also local and state requirements.
Goal of the Text
This text was written as a response to a request from the U.S. Navy, Pensacola, Florida to develop a training program for navy personnel to become knowledgeable about requirements under Federal OSHA ( Occupational Safety and Health Administration ) and Federal EPA ( Environmental Protection Agency ). Its purpose is to introduce military employees to applicable governmental regulations, show how to conduct internal audits of their facilities, prepare reports for recordkeeping purposes, and prevent violations of the governmental regulations.
