In 1988 the State of New York enacted the "Long Island Landfill Law". This legislation was passed to protect the quality of the sole source aquifer system that provides Long Island its public drinking water supply. The technical requirements of this act are specified in Title 6 of Official Compilation of Codes, Rules and Regulations of the State of New York Part 360 Solid Waste I \ I ) i I ,( II I Management Facilities. In simple terms, the sanitary landfills operating on Long Island were mandated to cease accepting waste, old landfills required to be capped with a final cover system that minimizes entry of precipitation to the waste mass and, hence retards conveyance of leachate to the groundwater; or a new landfill required to be constructed of a double composite liner, providing the landfill is sited in an acceptable location.
This report summarizes site investigations specified for landfill closures under 6 NYCRR Part 360 2.15 Landfill Closure i I requirements. The document·explains the approach, investigative techniques and findings on explosive gas migration potential, ground and surface water qualities. These results are preliminary only, and no official action should be determined from the findings.
The consulting engineers of Maguire Group/Young & Young are preparing the engineering reports and designs required under the Part 360 Regulations. It is noted that this report is for following a general procedural approach to site audits and investigations; the results, findings and conclusions cannot be accepted as final or binding.
